What exactly do you mean with "help with his design"?
Do you mean that, you want site owner will be able to access the design which the customer saved, and then edit it -> process it?

YES

No! Only save for later so customer can see the changes before process it.

If customer only use "save for later" feature and do not make order, then admin cannot view design that user "save for later"
If it is user design after order is made, you (admin) can choose to edit their design
