I was able to get the download, but it required about 15 download attempts. Its very easy to see your server is configured incorrectly. You need to increase the PHP timeout configuration settings. Serving up a 55 MB file should not be a problem. I have downloaded over 1GIG of data this week from a dozen other places, some files well over 240MB and not had any problems, so its obvious this is your servers problem. ....very frustrating that it required over an hour to get a single file.
But the real problems are now only beginning as the template is not compatible for Magento if you use database prefixes, and for best security almost everyone does. I am surprised that the developer would not follow Magento design practices for such a nice theme. It looks nice, I like it...however there are major design flaws that will require days to fix.

Thank you for your report about of download problem. We are investigating.
The admin theme package is not the big files and almost client can download easily, we use Amazon Cloud server for download storage and should not be any problem

For the Magento Admin Theme, it is built to work with core magento cms and is a template which is not interfered into magento core file.
If you see that you can not made it work with your website, please help to open a support ticket so we can help
